About

Who We Are

The Pennsylvania Association of Blind Merchants (PABM) is a division of the National Federation of the Blind of Pennsylvania (NFB of PA). Our division includes blind or low vision entrepreneurs, BEP (Business Enterprise Program) vendors, business owners, and advocates committed to professional growth, independence, and leadership in Pennsylvania and beyond.

As part of NFB of PA, we work to transform public perceptions of blindness, advocate for equal opportunities for blind business owners and professionals, and provide the resources and support they need to thrive personally and professionally.

We believe blindness or low vision does not define a person or limit potential. By raising expectations, breaking down barriers, and fostering a strong community, we empower our members—including blind entrepreneurs and BEP vendors—to achieve their business goals and contribute meaningfully to their communities.

Purpose

The purpose of PABM is to:

  • Serve as an active division of the National Federation of the Blind of Pennsylvania (NFB of PA).
  • Provide a platform for blind entrepreneurs, BEP vendors, and sighted allies to collaborate in local, state, and national meetings.
  • Facilitate programs that improve business opportunities and quality of life for blind and low vision individuals.
  • Offer collective action opportunities for blind business owners.
  • Promote the vocational, economic, business, cultural, and social advancement of blind individuals.
  • Maximize opportunities under the Randolph-Sheppard Act.
  • Strengthen and enhance state business enterprise programs.
  • Take any other action that improves the overall condition and standard of living of blind people.

Through these initiatives, PABM empowers blind and low vision entrepreneurs, BEP vendors, and professionals to succeed, advocate, and lead in their communities.

Whether you are a blind or low vision entrepreneur, a BEP vendor, a family member, or a sighted ally, PABM offers opportunities to connect, grow, and make a difference. By joining PABM, you can:

Division Constitution

The Pennsylvania Association of Blind Merchants (PABM) operates under a formal constitution that defines our structure, guiding principles, and responsibilities as a division of the National Federation of the Blind of Pennsylvania (NFB of PA). This foundational document ensures transparency, accountability, and unity of purpose in all our activities.

Our constitution reflects PABM’s commitment to democratic values, member-driven leadership, and grassroots advocacy. It outlines our organizational framework, including how we elect officers, conduct meetings, manage finances, and engage with the broader NFBPA and national NFB movement. It also defines the rights and responsibilities of our members, reinforcing our belief that blind individuals themselves are the best advocates for policies and programs that affect their lives.

We encourage all members and prospective members to familiarize themselves with our constitution, which helps ensure that PABM remains a strong, inclusive, and effective voice for blind and low vision entrepreneurs, BEP vendors, and professionals in Pennsylvania.
